Disaster Recovery Quarantine Facilities 206 Modules •12,000 SQM •6 Month Delivery All Projects Key Challenges Meeting stringent Infection Prevention Control (IPC) standards Coordinating the complex logistics of transporting modules across two states during a global pandemic Ensuring the project was completed on time, under pressure, and without compromise When the COVID-19 pandemic hit, Grove responded swiftly to the urgent need for critical quarantine infrastructure across Australia. Appointed by the Department of Finance and working under Multiplex Global, we delivered $105 million in essential quarantine facilities in both Melbourne and Perth, completing the project in just six months. Our role was pivotal—designing and constructing 206 modular buildings across two national sites, meeting strict Infection Prevention Control (IPC) standards. The scope of the work included various essential facilities such as accommodation units, administration hubs, logistics centres, kitchens, and secure medical facilities—all delivered with precision and in record time. For the Centre for National Resilience – Federal Quarantine Project in Mickleham, Victoria, Grove worked directly with the Victorian Government to ensure the facility could accommodate over 1,000 beds and serve multiple purposes for years to come. From October 2021 to February 2022, Grove managed 225 deliveries of a diverse range of buildings, including accommodation and staff facilities. The entire project, consisting of 136 buildings completed over a 20-week period, was a testament to Grove’s nimbleness and ability to adapt to the ever-changing pandemic landscape. Simultaneously, Grove played a key role in the Centre of National Resilience – Perth Quarantine Facility in Bullsbrook, Western Australia. Despite logistical challenges due to the pandemic and interstate travel restrictions, Grove overcame these hurdles through hard work and determination. We successfully transported 83 buildings, with each round trip covering nearly 7,000km from Grove’s headquarters in Pakenham, Victoria, to Bullsbrook, Western Australia. This effort exemplified Grove’s commitment to providing critical infrastructure where it was needed most. We delivered where it mattered most—on time, under pressure, and without compromise. When urgency meets complexity, Grove is the partner governments trust to get it done. Brett Nicol – Program Director, Education
